New Update: IRCC Extends Flexibility for Closed Work Permit Holders to Switch Jobs in Canada

If you’re a foreign worker in Canada with a closed work permit, there’s some great news coming your way!

Immigration, Refugees and Citizenship Canada (IRCC) has officially extended a temporary public policy that gives foreign nationals more flexibility to change employers or job roles before receiving a new work permit. This update is a continuation of a COVID-era measure introduced back in May 2020—and it’s here to stay for now!

🔁 What’s Changed?

Under normal circumstances, a closed work permit (also called an employer-specific permit) ties you to one employer and one job. That means if you want to change jobs or work for a different employer, you have to wait until your new work permit is approved—which can take time.

But thanks to this public policy extension (effective May 27, 2025), eligible foreign workers can start working for a new employer once they receive preliminary authorization from IRCC, even before their new permit is issued.



✅ Who Qualifies for This Exemption?

You can apply for this special exemption if you:

  • Are currently in Canada with valid temporary resident status (including maintained status);

  • Have submitted an application for a new work permit or work permit extension;

  • Were authorized to work at the time you submitted your application; and

  • Have a valid job offer from a new employer and/or in a new occupation.

📌 Important: You must submit a request for this exemption and wait for IRCC’s email approval before starting your new job. This confirmation usually arrives within 10 to 15 days.



🔍 What’s New in 2025?

The updated policy replaces the original version from 2020. The main difference?

🔹 Biometric Exemption Removed

Unlike the earlier policy, you are now required to provide biometrics as part of your new work permit application.

Aside from this, the rules and process remain largely the same.



⏳ How Long Will This Policy Last?

This public policy remains temporary and may be revoked at any time without notice. There’s no set end date, so if you’re considering a job switch, now’s a good time to take advantage of it!
